Lockhart Shire Council came into being between 1906 and 1908. A. Eulenstein and P. Knoble were among the first to represent the area on council.
In 1912, the Pleasant Hills Hall, which was also known as the Literary Institute, was officially opened, providing a new central hub for the community.
